  Public administrative action is crucial in facilitating sustainability transitions. Although organizational structures, cultures and established practices have been shown to lead to differing innovation results and technological diffusion at various levels of governance, little attention has been paid to the role of local government and administration in sustainable energy transitions. This study analyses renewable energy innovation at the local level of public administration in Norway. Drawing on the institutional and entrepreneurial literature, we examine the key formal decisions and organizational culture development that, combined with policy entrepreneurship, ultimately led to an unlikely and risky decision: to include a costly and unusual local energy system in the construction of a new secondary school. Tracing the administrative processes over 20 years, and drawing on document data supported by 14 interviews, we find that the strong and politically shielded administrative section, backed by a firm mandate and an established internal culture of innovation anchored in historic and local identity among the population and local industry, led to this decision. These factors were further facilitated by acts of policy entrepreneurship at crucial moments, shaping the underlying structures and institutional culture. The independence and strong direction of the administrative section can be emulated in other contexts in order to facilitate innovation. With suitable adaptations to other contexts, our findings may help to accelerate energy transitions through system innovations elsewhere.

  We analyse whether and how current municipal climate policies can be characterised as transformative and which factors and pathways may lead to transformative change at the municipal level. Based on 13 in-depth case studies of Norwegian municipalities, we address the transformative potential of climate planning and policy measures as defined and implemented by municipal authorities. We argue that municipalities’ engagement in transforming towards a low- emission society must be seen as a continuous process. Our investigation shows that municipal transformative actions are both “broad” and “in-depth”. Our study has identified several frontrunner municipalities whose “green pathways” towards transformation have emerged through historical events. We also identify how these transformative aspects are emphasised by networks and entrepreneurial actors. However, in the majority of municipalities studied, transformative climate policies are challenged by the need for job and business development along with competition over limited resources to fulfil mandatory public service tasks.

  Drawing on a qualitative case study of consumers involved in community-supported agriculture farms in Norway, this article applies social practice theory to understand pro-environmental behaviour transformation in relation to community-supported agriculture. Situating social practice theory in the larger framework of the political economy of low-carbon transformation provides a holistic and grounded perspective on consumer behaviour change and potential for social transformation. In contrast to conventional individualistic and rationalist approaches, our study suggests that there is no linear path of transformation; rather, people join community-supported agriculture to use their consumer power to push for social transformation. Simultaneously, community-supported agriculture influences a reorientation of values and practices because it opens up opportunities and resources for sustainable lifestyles. We argue that the collaborative aspects of community-supported agriculture can challenge unsustainable consumption by emphasising sharing over private ownership and frugality over accumulation of growth. However, the consumer practices of the wider political economy produced by the ‘culture of capitalism’ continue to be ingrained in people’s social relations and contexts, and thus weaken new and more sustainable forms of food consumption.

  How do small, periphery municipalities in the Arctic respond to the demand for radical reduction in greenhouse gas emissions? Is it realistic to expect bold, transformative policies to be worked out and implemented in municipalities firmly entrenched in high-emission life styles and production modes? Under which circumstances can a low-emission policy shift prevail at the local level? By looking at the two rural municipalities of Skjervøy and Lyngen in Northern Norway, this chapter seeks to explore challenges related to the implementation of measures aimed at mitigating climate changes. Through case studies that combine a study of institutions and stories (in the form of project accounts), we find that the important local steps are in fact being taken for the benefit of the climate, driven partly by leading businesses, partly by public-private partnerships, and partly by broader networks of cooperation, involving citizens, voluntary organizations, and external agencies. A multitude of incremental measures and potential “transformers” are in operation, too slow perhaps to reach the Paris 2015 goals by 2050, but nevertheless well under way.

  Based on three case studies of community sharing in different sectors of society, we address how and under what conditions community sharing can contribute to sustainability transformation. Considering modes of exchange an leverage points, we analyze how community sharing can add to transformation when sharing systems are designed to intervene at both shallow and deep leverage points. Our case studies indicate that sustainability transformations are dynamic processes in which even shallow levels of leverage can affect change. We show that community sharing can be upscaled through restructuring institutions via redistributive exchange systems, while initiatives supported by strong and lasting institutions are in the best position to contribute to change. Furthermore, our results suggest that sharing practices may strengthen ties and trust in an enterprise or local community. Finally, community-sharing systems that build on existing values in line with sustainability transformation may be in the best position to contribute to deeper levers of change.

  The Norwegian Trekking Association (DNT) promotes outdoor activities all over Norway. It marks trails and operates 550 cabins, maintained by extensive voluntary efforts, throughout the country. Based on a case study of one area in Norway in which DNT operates, we discuss the prerequisites for the DNT system to be sustained and the challenges it faces with new tourism patterns. Two main conditions are paramount for the DNT system to develop. First, a large overlap between the core values of DNT and its guests is required. Second, the transfer of norms and conduct inherent in the system is conditioned by social encounters in real time and places, bodily experiences, and facilitated by face-to-face communication between fellow trekkers. Guests who are unfamiliar with the DNT system’s core values and code of conduct may threaten the system; increased attention to promoting the core values in informational material and mentors who guide newcomers may counteract these threats.

  Solar prosuming is an emerging phenomenon in which many actor groups are involved in shaping new solutions. Here we study national policymakers, relevant stakeholders such as grid companies, and the prosumers themselves – and the interconnections between them – to provide a contextualised exploration of positions, perceptions and interconnections that influence prosuming activities. Our 65 in-depth interviews in Norway, 33 of which with pioneering prosumers show that this group is not attracted to prosuming primarily for financial reasons, but for pursuing particular identities. However, our results also indicate that if prosuming were to become more widespread, economic considerations would be central. Further, the interplay among actor groups, mediated through current regulations and technologies, and the related perceptions, affect the uptake and organisation of solar prosuming activities. Third-party market actors such as the solar and building industry play important roles, as do grid companies and municipalities that are expected to facilitate prosuming activities. Given the current policy framework in Norway, we conclude that if increasing prosuming activities becomes a desired political goal, this will require stronger financial incentives for individual prosumers, and a deeper understanding of the interplay among actors across arenas and sectors.

  Sharing goods and services has been promoted as fostering more sustainable consumption. In this paper, we explore sharing in a middle-class neighbourhood in a Norwegian city. We ask what influences and frames neighbours’ current sharing practices, contending that Polanyi’s notions of exchange systems, specifically reciprocity and redistribution, yield valuable insights for our study. We show that reciprocal and redistributive sharing may reinforce each other by increasing the frequency of sharing and the variety of items shared. Furthermore, redistributive sharing systems may foster close relations and interpersonal trust, which are prerequisites for reciprocal sharing. Hence, if the goal is to increase the rate of sharing of goods and services in neighbourhoods like that studied here, two initiatives can be valid. First, items with the right affordances can be redistributed by existing institutions; second, reciprocity can be encouraged by organising more opportunities for resident interaction.

  The Norwegian urban growth agreement (UGA) is a governance platform combining transport-infrastructure development with land-use and transport policy. It is a policy package of measures involving network cooperation between national, regional and local government levels established to coordinate transport and land-use development. Shared responsibility for goal achievement, autonomy and learning and adaptation as new knowledge and experience arise are clear prerequisites for the UGAs. This makes it relevant to investigate the conditions for the UGAs to work as an adaptive governance strategy because their central features are in line with the attributes of adaptive governance. Further, adaptive governance is an approach to handle complex problems like transport development issues. The study shows that UGAs have several strengths in terms of autonomy and learning. However, the multi-level cooperation in the UGAs is framed by complex underlying structures of roles and powers, which challenge the working and legitimacy of the governance structures. Multi-level adaptive governance processes like the UGAs require attention to issues of power and legitimacy. Securing transparency and democratic anchorage is paramount in bringing such processes in line with the intended benefits of adaptive governance.

  Plusskunder er betegnelsen som brukes på dem som har et anlegg ved boligen sin som produserer strøm. Som oftest dreier det seg om solcelleanlegg. I enkelte perioder produserer gjerne anlegget mer strøm enn kunden klarer å forbruke selv. De kan dermed selge strøm tilbake på nettet. Forskerne har undersøkt forholdene i markedet for plusskunder. De har analysert faktorer som hindrer eller fremmer at flere produserer strøm til eget forbruk i Norge. Ifølge forskerne er det særlig to ting som kjennetegner de som tidlig ble plusskunder: De er opptatt av miljø og er gode på teknologi.

  I Norge ble en ny modell for beregning av nettleie innført 1. juli 2022. Formålet med den nye nettleien er å motivere husholdninger til å fordele strømforbruket jevnere utover døgnet. På tidspunktet hvor den nye nettleien ble planlagt innført var det liten kunnskap om virkninger av slike virkemidler på forbrukere. Flexeffect-prosjektet startet har undersøkt virkninger virkemidler for fleksibel strømbruk på forskjellige husholdningsgrupper. Resultatene viser at mange av forbrukerne forstår og er enige med formålet for ny nettleie. Samtidig gjør utformingen det vanskelig å forstå og tilpasse seg i hverdagslivet og det er konkurrerende signaler og hensyn de må ta. Videre har mange uttrykt bekymring for at den nye nettleien kan få uheldige og urettferdige fordelingsvirkninger. Våre funn viser også at det er krevende for forbrukere å ta i bruk ny teknologi for å øke forbrukerfleksibiliteten. Selv om forbrukerhensyn er nevnt i den politiske prosessen for å innføre ny nettleie er forbrukerne svakt representert i utformingen og forbrukerhensynene som inngår i konsultasjonene har en tendens til å være generelle. Dimensjoner som systembehov er blitt mer vektlagt enn forbrukerbehov og ikke minst forbrukeres evne til tilpasning.

  ShareOn har sett på motivasjon og betingelser for å få til deling samt hvilke effekter deling har på forbruk og sosial interaksjon. Vi har også gjort beregninger av utslippseffekter av deling ut fra ulike forsetninger når det gjelder organisering av delingsordning og hvordan deling er koblet til annet forbruk. Prosjektet baseres på spesifikke casestudier som ble valgt og gjennomført i samarbeid med ulike samfunnsaktører som jobber med delingsløsninger. I tillegg har vi gjennomført en spørreundersøkelse om deling i Norges befolkning. Denne rapporten oppsummerer funnene fra prosjektet og gir til slutt anbefalinger basert på prosjektresultatene for samfunnsaktørers og da spesielt kommuner som ønsker å initiere og utvikle nye delingsløsninger
