Latin American states have over many years been recognized as “norm entrepreneurs” in international relations. Recently, Latin America has particulated in the establishment of a second- wave of ‘third-generation rights’, articulating African, Asian, Islamic, and Latin American concepts of collective rights, responsibility, solidarity, and social justice. In this presentation, Professor Cecilia Bailliet, University of Oslo, discusses the evolution of the concept of the “right to peace” with a particular emphasis placed on the role of the  The Inter-American Court of Human Rights.
