  This article investigates how Xinka indigeneity disrupts the dominant order in Guatemala. Our analysis below focus on Xinka politics in a Rancièrian sense. Our main objective is to understand how, and to what extent, the Xinka are becoming visible bodies, sayable names, and audible voices, thus, disrupting the status quo in Guatemala. This article contributes to a growing body of scholarship examining the complex and heterogeneous political positions of indigenous peoples in Latin America under processes of state decentralization, economic privatization, and market deregulation, which transform the relationships between states and indigenous peoples and influence indigenous forms of organizing. Using the case of the Xinka conflictual engagement with a mining project as a lens we argue that Xinka opposition to mining articulates indigeneity and political mobilization, thus disrrupting the current social order in Guatemala. The Xinka become political subjects by claiming and exercising capacities they allegedly lack and by enacting rights they are not entitled to claim. The Xinka act as if they already possess that which is denied to them to challenge the inegalitarian partition of the sensible: what can be named, what can be seen, what can be counted. Their activism and their various tactics render their position, as rights-holders, explicit and accessible to an audience. These tactics include their irreverence as expressed in monitoring and deciding who is allowed to transit through a national road, bringing their cases to domestic and foreign courts, as well as detaining policemen and employees of the mining company. As we will discuss, the Xinka identity is not fixed in some essentialized past, but rather, it is a process that conjoins a collective position and the political subjects who articulate the position.

  The outbreak of flu pandemics in the 1950s and 1960s originating in Asia, in which novel bird flu viruses infected and killed humans, prompted the idea that a geographical area from which pandemics emerge, exists. This area, located in Asia has been imagined as the “epicenter” of pandemics. Some researchers suggested then that the agrarian landscapes of southern China formed an ecosystem in which viruses of human and animal origin can interact and evolve into new varieties with pandemic potential. Modernizing agricultural production and animal husbandry was proposed as a means to minimize pandemic risks. However, as new disease outbreaks have multiplied across the world during the last years it has become evident that industrial meat production is more likely implicated in the increase of disease transmission between animals and humans. Industrial meat production is characterized by concentration and integration, the reliance on standardized feed and fodder, the expansion of industrial agriculture into forested areas to produce the ingredients for making feed and fodder as well as by the increased use of drugs in animal production. This chapter examines the interlinked processes associated with industrial meat production and the increase in the occurrence of disease transmission between animals and humans. In doing so we will suggest that, pandemics and epidemics are not only public health issues but also require rethinking interspecies relationships in agriculture and beyond.

  A just energy transition is as much about acknowledging and acting on the socio-material needs of marginalised classes and groups as about informing inclusive and deliberative policy-making towards more equitable energy futures. In democracies, energy social scientists hold a privileged position and special responsibility to do both, thus offering critical support to decision-makers and practitioners. We articulate the challenges and opportunities for energy social scientists to embody solidarity in their research orientation and practices. First, we articulate the need to repoliticise, redemocratise, and negotiate a multiplicity of energy transitions. This includes recognising and engaging with multiple scales and contexts of marginality, repoliticising energy transitions, and addressing contestation and negotiation. Then, we argue that by embracing solidarity in research, energy social scientists can meet these needs in a holistic manner. We provide three principles through which social scientists can embrace solidarity to move energy research towards enhancing just transitions. These include (i) taking direct action and relating in solidarity, (ii) recognising responsibilities and limitations of energy social scientists, and (iii) nurturing a political realist culture of solidarity. In espousing these principles, we articulate solidarity as integral to pragmatic research practices in the face of urgency and rapid energy transitions.

  Guatemala is one of the most mining conflict prone countries in the world, with disproportionately high levels of violence accompanying the sector. Starting in the early 2000's, the rapid spread of mining projects throughout the country’s rural areas engendered widespread popular opposition among affected communities. Anti-mining activism in turn elicited a reaction from the government and the mining sector that was overwhelmingly characterised by violence, repression and criminalisation, making Guatemala one of the most dangerous countries in the world per capita for environmental activists. Drawing on fieldwork carried out between 2013 and 2017, this article examines why mining – an industry of relatively limited economic importance in Guatemala - is accompanied by such high levels of violence and repression. We suggest that mining, rather than having a high economic value, holds strategic value to the country’s powerful elite, and that violence is part of securing control over land more generally and operationalising the mining sector in particular. In recent years, Guatemala has witnessed the entrance of new transnational elites associated with multinational mining corporation. While these new elites control access to international markets and technology, they remain in a subordinate position vis-à-vis the old, local elites because the latter still exercise control over crucial political resources, networks of information and land. By forming alliances with and providing services to transnational mining corporations, a faction of the economic elite strengthens and secures its position as a powerful political actor and its access to profitable business, i.e., infrastructure development or selling energy to mining companies.

  This article investigates how migration and remittances affect forest cover in eight rural communities in Guatemala and Chiapas, Mexico. Based on household surveys and remote sensing data, we found little evidence to support the widespread claim that migration takes pressure off forests. In the Chiapas sites, we observed no significant changes in forest cover since 1990, while in the Guatemalan sites, migration may have increased demand for agricultural land, leading to an average annual forest loss of 0.73% during the first decade of the millennium. We suggest that when attractive opportunities exist to invest in agriculture and land expansion, remittances and returnee savings provide fresh capital that is likely to increase pressure on forests. Our study also has implications for the understanding of migration flows; in particular, migration has not implied an exodus out of agriculture for the remaining household members nor for the returning migrants. On the contrary, returning migrants are more likely to be involved in farming activities after their return than they were before leaving.

  My case study of a Guatemalan coffee cooperative illustrates how migrant aspirations shape and are being shaped by this rural institution, and how local dynamics and international flows interact. I understand aspirations to involve negotiations of the past in the present, thus serving as a compass for action. Opportunities for coffee production and access to land that are opened by the remittance economy provide more than material gains; they expand rural people’s sense of self and change their position in relation to others. While aspirations alone cannot secure broad social change, they provide hope that is crucial to endure difficult conditions.

  Human migration to and from rural areas is so prominent and persistent globally that land system science must understand how the movement of people is integral to land system transitions both at the origin of migration and at its destination. With a focus on Latin America, we review research on how land change affects migration and how migration affects land systems, to demonstrate that the relationship is complex and context-specific. Various types of migration evidence the challenges of managing land for multiple goals and the needs of diverse groups. A perspective that connects land change in multiple locations is needed. In particular, concepts of telecoupling and translocality can help to further understanding of how globalized economic systems link changes across distant places and capture the economic and non-economic processes that accompany migration and shape land change in multiple, connected locations. Land systems research must anticipate that migration will continue to contribute to complex land systems with multiple users and goals.

  In this article I discuss the factors contributing to the drafting and approval of the forestry incentives law (PINPEP) in Guatemala. This is a remarkable law because (a) it is among the few in the country recognizing property rights to land other than private property; (b) it has a stronger focus on subsidies and social benefits than on market mechanisms and; (c) the law is the result of the effort of forestry community organizations. My findings indicate that community organizations can, through their alliances with science-policy networks, participate in law-making and by that, in democratizing environmental governance. My study nuances the role of experts in environmental governance showing that their power and status should be understood as relational and historically contingent. Furthermore, some key and charismatic individuals can act as door openers to link community forestry organizations and science-policy networks. Although the identity of the grassroots organizations that participated in the process of making the law is tied to forestry, these organizations have a long history in the country. This history has been shaped by their experiences in exile and in refugee camps during the civil war as well as by their contact with development assistance organizations.

  Indigenous peoples around the world and particularly in Latin America are struggling to strengthen their control over land and the territories they inhabit. The strengthening of rights has come as a result of multiple processes both at national and global levels, in which the role and responsibilities of states have been transformed. Transnational processes challenge the presumed association between nation-states, sovereignty and territoriality. One of these challenges comes from international initiatives such as Reducing emissions from Deforestation and forest Degradation (REDD). Global REDD in its broadness and national REDD in its uncertain early phases represent opportunities for private actors to negotiate with holders of land rights. In the Amazon, indigenous peoples’ territories, given their wide extension and that they are mainly forested areas, become interesting for all sorts of REDD actors. However, despite legal and rhetoric recognition of indigenous land rights, effective recognition is still lacking. In this paper, I will focus on one particular type of actor, so-called carbon cowboys – a term coined by journalists to signify actors who are willing to push the limits of established negotiation mechanisms to gain control over forest areas. I will focus on carbon cowboys’ practices and the responses from indigenous peoples in Colombia to highlight a common claim across the region, namely better state presence and regulation. The response from indigenous peoples’ organizations indicates that although territorial control is an important achievement, some form of state intervention is required to protect their rights in an uncertain REDD terrain.

  In this article we take a closer look at resistance to the practice of Environmental Impact Assessment (EIA) in mining and energy projects in Guatemala. Collectivities resisting mining and hydropower projects in Guatemala are increasingly using the evaluations of EIAs conducted by international independent professionals. Reaching out to international experts is facilitated by local communities' engagements in transnational networks bringing together activists, NGOs, scientists, journalists and others. We argue that resistance movements resort to international professionals to challenge the limits imposed on them by the national legislation and institutional arrangements as well as by the way in which EIAs are performed in the country. Further, the engagements in networks that facilitate access to knowledge contribute to strengthen the legitimacy of communities' claims. Challenges to and complaints about EIAs are ways in which affected communities try to reclaim their right to participate in decision-making related to their local environment and the development of their communities. Both complaints about EIAs and the use of transnational networks to attain better participation in decision making processes at local levels, illustrated in this study for Guatemala, are common responses to the advancement of extractive industries and hydropower development across Latin America. The widespread of initiatives to challenge EIAs involving international experts in the region show that EIAs have become a sort of a transnational battleground.

  Environmental and Social Impact Assessments (ESIAs) are instruments required to facilitate large development projects. In this article, we take a closer look at how such processes unfold in the case of hydropower and mining investments in Guatemala. Our findings suggest that here, with ESIAs, the responsibility of engaging with affected communities and citizens is left to the private sector, often with poor public follow-up. This has resulted in companies manipulating processes and strategic engagements with communities and local people to advance corporate interests. We discuss ESIAs as both technical devices as used by the corporate sector, and as possible spaces for public participation. Furthermore, we explore how communities can influence ESIAs for mining and hydroelectric projects in Guatemala, and examine the power relations that determine who are excluded and included in the process. Finally, we analyze how affected communities in Guatemala use ESIAs as means to subvert the order that has been imposed on them.

  This paper investigates the spaces for participation that have been created by readiness preparations launched in connection with the international initiative “Reduced Emissions from Deforestation and Forest Degradation” (REDD+) in Colombia and Costa Rica. I analyse the emergence of these spaces and who is leading the process in each country. My findings indicate that in Costa Rica, the public sector is leading preparation activities and creating the public spaces for participation in REDD to which private actors are invited. In Colombia on the other hand, NGOs, development assistance agencies and other private actors are leading the process and the state is the invited actor. I identify four factors that determine the scope of different actors’ possibilities to participate in the REDD+ spaces. These are (a) control of key resources, (b) ideological affinity, (c) the creation and dissemination of information and knowledge, and (d) the creation of norms to validate REDD+ pilot initiatives. The separation between these factors is not clear-cut and consequently they reinforce each other at different levels. The research presented here contributes to a better understanding of the implications that national REDD+ politics may have in the future functioning of the programme.

  La hegemonía histórica de la élite económica en Nicaragua ha influido en el desarrollo de la economía nacional y de sus principals productos, muchos de los cuales se derivan de la ganadería. Este desarrollo ha oscilado con las tendencias del mercado y los cambios tecnológicos, pero no fue sino hasta el año 1979 que se dieron cambios fundamentales en las relaciones laborales del sector agrícola. Hasta ese momento, las prácticas agrícolas de los campesinos de Nicaragua, incluyendo los sistemas silvopastoriles, se basaban en el conocimiento local. A pesar de que las reformas impulsadas por la Revolución Sandinista difundieron muchas de las tecnologías que previamente habían sido monopolizadas por los grandes terratenientes, las prácticas locales fueron en muchos casos combinadas con tecnologías de la Revolución Verde. Durante las últimas décadas se han incentivado y fortalecido las prácticas locales de larga data, con el apoyo de organizaciones internacionales.
