In June, 2009, the Peruvian Amazon was struck by a series of violent confrontations between the authorities and the indigenous populations. Armed with plumes and arrows, the indigenous protesters reacted against the continued pressure on their land and livelihood by part of the national government.
Despite a seeming emergence of the 'indigenous' on the political stage in Latin America, best exemplified by the election and reelection of Evo Morales as president in Bolivia, the indigenous populations of Peru continue to be marginalized and excluded from the public spheres and national politics.
Through the case of the establishment of quotas aimed at enhancing indigenous political inclusion, this presentation will discuss the challenges emerging in the process of 'creating' political participation, and the spaces available for the indigenous populations within the modern Peruvian nation-state.
